Chapter 8 — Engineering Principles¶
Fundamental Principles¶
The Engineering Intelligence Platform shall be governed according to the following engineering principles.
Principle 1 — Governance Before Implementation¶
Governance shall be established before engineering implementation begins.
Engineering activities shall not define governance.
Principle 2 — Stable Governance, Evolvable Engineering¶
Governance shall remain stable.
Engineering capability shall evolve through controlled Engineering Baselines.
Principle 3 — Single Normative Authority¶
Only Engineering Constitution shall possess constitutional governance authority.
No engineering specification, procedure, repository, or tool may supersede constitutional governance.
Principle 4 — Configuration Control¶
All constitutional governance shall remain under Configuration Control.
Constitutional changes require Architecture Change Control (ACC).
Principle 5 — Architectural Consistency¶
Engineering decisions shall remain consistent with the approved Governance System.
Architectural integrity shall take precedence over local optimization.
