Chapter 15 — Governance Authority¶
15.1 Purpose¶
This chapter establishes the governance authority of the Engineering Intelligence Platform.
It defines the constitutional source of governance authority, the hierarchy of governance, and the principles by which governance authority is exercised throughout the Engineering Intelligence Platform.
The governance authority defined herein shall serve as the sole constitutional basis for all governance decisions, governance stewardship, and Engineering Realization.
15.2 Constitutional Authority¶
Engineering Constitution Rev.1 is established as the sole normative authority governing the Engineering Intelligence Platform.
The Constitution defines:
• Governance Principles • Governance Responsibilities • Governance Relationships • Governance Boundaries • Governance Lifecycle • Governance Decision Gates • Governance Authorization
No engineering artefact, specification, implementation, repository, or operational procedure may supersede or redefine the constitutional governance established herein.
15.3 Governance Hierarchy¶
Governance authority shall be exercised according to the following hierarchy.

Authority shall flow only in the downward direction.
Engineering implementation shall not generate constitutional authority.
15.4 Sole Normative Authority¶
Engineering Constitution Rev.1 constitutes the sole normative authority for governance within the Engineering Intelligence Platform.
Normative authority includes:
• governance responsibilities; • governance relationships; • governance boundaries; • governance lifecycle; • governance authorization.
Normative authority explicitly excludes engineering specifications, implementation details, verification assets, release artefacts, and engineering repositories.
Such artefacts belong to controlled Engineering Baselines.
15.5 Governance Delegation¶
Governance authority shall be delegated without transferring constitutional ownership.
The Architecture Board remains the constitutional authority.
Engineering organizations receive authorization to realize governance through controlled Engineering Baselines.
Delegation of execution shall not be interpreted as delegation of constitutional authority.
15.6 Governance Integrity¶
Governance integrity shall be preserved throughout the lifecycle of the Engineering Intelligence Platform.
Accordingly:
• Governance shall remain stable. • Engineering shall remain evolvable. • Constitutional authority shall remain singular. • Governance authority shall remain traceable. • Governance decisions shall remain auditable.
15.7 Governance Preservation¶
Following Design Freeze, Engineering Constitution Rev.1 shall remain under Configuration Control.
Future constitutional modification shall occur only through Architecture Change Control (ACC).
Editorial corrections that do not alter governance semantics may be issued through controlled editorial revisions.
No engineering realization activity shall modify constitutional governance outside the approved ACC process.
15.8 Chapter Summary¶
This chapter establishes the constitutional authority governing the Engineering Intelligence Platform.
It confirms that:
• Engineering Constitution Rev.1 is the sole normative authority. • Governance authority is singular. • Governance authority is delegated only for engineering realization. • Constitutional governance remains protected under Configuration Control. • Constitutional evolution is governed exclusively through Architecture Change Control.
