Chapter 19 — Governance Authorization

19.1 Purpose

This chapter establishes the constitutional rules governing Engineering Authorization within the Engineering Intelligence Platform.

Governance Authorization defines the constitutional decision by which the approved Governance System formally authorizes Engineering Realization.

No Engineering Realization shall commence prior to Governance Authorization.


19.2 Definition

Governance Authorization is the constitutional decision confirming that the approved Governance System is sufficient to authorize Engineering Realization.

It represents the formal transition from Governance Definition to Engineering Execution.

Governance Authorization is granted exclusively by the Architecture Board.


19.3 Authorization Objectives

Governance Authorization ensures that:

  • Governance Definition has been completed.
  • Governance Closure has been established.
  • Engineering activities commence only within the approved Governance System.
  • Constitutional governance remains stable during engineering evolution.
  • Engineering Baselines derive authority from the approved Governance System.

19.4 Authorization Preconditions

Governance Authorization shall be granted only when all of the following conditions have been satisfied:

  • Engineering Constitution Rev.1 has been Released.
  • Governance System has been Approved.
  • Completion Criterion has been satisfied.
  • Architecture Freeze Criterion has been satisfied.
  • Governance Closure has been established.
  • Governance Baseline has entered the Frozen state under Configuration Control.

Failure to satisfy any prerequisite shall prevent Engineering Authorization.


19.5 Authorization Decision

The Architecture Board shall determine whether Governance Authorization may be granted.

The authorization decision shall be based upon constitutional compliance rather than engineering progress.

Engineering readiness shall not replace constitutional readiness.


19.6 Authorization Scope

Governance Authorization authorizes:

  • Engineering Specifications;
  • Engineering Baselines;
  • Architecture Decision Records (ADR);
  • Verification Assets;
  • Configuration Management;
  • Release Management;
  • Repository Governance;
  • Engineering Toolchains;
  • Traceability Assets.

Authorization applies only within the approved Governance System.


19.7 Authorization Boundary

Governance Authorization does not authorize constitutional modification.

Any proposal affecting:

  • Governance Responsibilities;
  • Governance Relationships;
  • Governance Boundaries;
  • Governance Lifecycle;

shall require Architecture Change Control (ACC) before Engineering Authorization remains valid.


19.8 Relationship to Engineering Baselines

Engineering Baselines derive constitutional authority from Governance Authorization.

The constitutional dependency is:

Engineering Baselines shall not independently establish governance authority.


19.9 Rev.2 Authorization

The initial Engineering Authorization established by Engineering Constitution Rev.1 authorizes the commencement of:

SP-000 — Engineering Specification Master Index

SP-000 serves as the initial authoritative entry point for Engineering Baseline governance.

Subsequent Engineering Baselines shall remain subordinate to the approved Governance System.


19.10 Governance Assurance

The Architecture Board shall continuously assure that Engineering Authorization remains constitutionally valid.

Governance Assurance includes:

  • authorization compliance;
  • constitutional consistency;
  • governance audit;
  • controlled constitutional evolution.

Should constitutional validity be compromised, the Architecture Board may suspend or revoke Engineering Authorization until governance integrity is restored.


19.11 Chapter Summary

This chapter establishes Governance Authorization as the constitutional mechanism by which Engineering Realization is formally authorized.

It confirms that:

  • Governance Authorization is granted exclusively by the Architecture Board.
  • Authorization requires Completion, Freeze, Governance Closure, and an approved Governance System.
  • Engineering Baselines derive authority from Governance Authorization.
  • Constitutional modifications remain subject to Architecture Change Control.
  • Engineering Realization proceeds only within the approved Governance System.
