Chapter 23 — Governance Baseline Management

23.1 Purpose

This chapter establishes the Governance Baseline Management policy for the Engineering Intelligence Platform.

Governance Baseline Management ensures that constitutional governance remains stable, traceable, and subject to Configuration Control throughout its operational lifecycle.


23.2 Definition

A Governance Baseline is the formally approved constitutional governance state of the Engineering Intelligence Platform.

A Governance Baseline represents the authoritative reference against which all constitutional governance shall be interpreted and evaluated.

Only one Governance Baseline shall be active at any given time.


23.3 Governance Baseline Objectives

Governance Baseline Management shall ensure:

  • constitutional governance stability;
  • governance consistency;
  • governance traceability;
  • configuration integrity;
  • controlled constitutional evolution.

23.4 Baseline Establishment

A Governance Baseline shall be established only after the Architecture Board confirms that:

  • Governance Definition is complete;
  • Completion Criterion is satisfied;
  • Architecture Freeze Criterion is satisfied;
  • Governance Closure has been achieved.

Following approval, the baseline shall enter the Released state.


23.5 Baseline Lifecycle

The Governance Baseline shall progress through the following lifecycle.

Only the Architecture Board may authorize transitions beyond the Review stage.


23.6 Configuration Control

All released Governance Baselines shall remain under Configuration Control.

Configuration Control shall ensure:

  • version identification;
  • document integrity;
  • controlled revisions;
  • historical preservation;
  • audit traceability.

No uncontrolled modification is permitted.


23.7 Baseline Integrity

Governance Baseline integrity shall be preserved throughout its operational lifecycle.

Integrity includes:

  • consistency of constitutional governance;
  • completeness of governance documentation;
  • traceability of revisions;
  • preservation of approval history.

Any loss of integrity shall require Architecture Board review.


23.8 Baseline Revision

Governance Baselines shall not be revised during normal engineering evolution.

Revisions are permitted only through:

  • Editorial Revision (no governance impact); or
  • Architecture Change Control (ACC).

Every approved constitutional revision establishes a new Governance Baseline.


23.9 Relationship to Engineering Baselines

Governance Baselines define constitutional governance.

Engineering Baselines implement engineering realization.

Accordingly:

  • Governance Baselines govern Engineering Baselines.
  • Engineering Baselines shall conform to the active Governance Baseline.
  • Engineering Baselines shall not modify constitutional governance.

Authority flows from Governance Baselines to Engineering Baselines.


23.10 Baseline Traceability

Each Governance Baseline shall maintain traceability to:

  • Engineering Constitution;
  • Architecture Board Resolution;
  • Governance Closure Record;
  • Architecture Board Decision Records;
  • Configuration history.

This traceability shall be maintained throughout the constitutional lifecycle.


23.11 Chapter Summary

This chapter establishes Governance Baseline Management as the constitutional configuration management framework of the Engineering Intelligence Platform.

It confirms that:

  • Governance Baselines are established through Architecture Board approval;
  • only one Governance Baseline may be active;
  • Governance Baselines remain under Configuration Control;
  • constitutional revisions occur only through ACC;
  • Engineering Baselines shall operate under the active Governance Baseline.
