Governance Principles

The Governance System is established upon the following principles.

Governance Principle 1

Governance defines authority.

Engineering realizes authority.


Governance Principle 2

Responsibilities shall be explicitly assigned.

Relationships shall be explicitly defined.

Boundaries shall be explicitly established.


Governance Principle 3

Governance decisions shall be auditable.

Every governance outcome shall be traceable to an approved decision.


Governance Principle 4

Governance shall be independent of implementation technologies.

Changes in repositories, development tools, automation platforms, or engineering processes shall not require constitutional revision unless governance itself changes.


Governance Principle 5

Engineering Baselines shall evolve continuously.

Governance shall evolve only through Architecture Change Control.
