Chapter 17 — Governance Baseline¶
17.1 Purpose¶
This chapter establishes the Governance Baseline of the Engineering Intelligence Platform.
The Governance Baseline defines the approved constitutional governance state that serves as the authoritative foundation for all Engineering Realization activities.
Once established, the Governance Baseline shall remain stable under Configuration Control and shall evolve only through Architecture Change Control (ACC).
17.2 Definition¶
The Governance Baseline is the approved constitutional governance state established by Engineering Constitution Rev.1.
It represents the complete and authoritative governance definition of the Engineering Intelligence Platform and provides the constitutional reference for all subsequent Engineering Baselines.
The Governance Baseline includes:
- Governance Principles
- Governance Responsibilities
- Governance Relationships
- Governance Boundaries
- Governance Lifecycle
- Governance Decision Gates
- Governance Authorization
Collectively, these elements constitute the approved Governance System.
17.3 Baseline Establishment¶
The Governance Baseline is established when all of the following conditions have been satisfied:
- Governance Definition is complete.
- Completion Criterion is satisfied.
- Architecture Freeze Criterion is satisfied.
- Governance Closure has been established.
- Engineering Realization has been authorized by the Architecture Board.
Upon satisfaction of these conditions, the Governance Baseline becomes the authoritative governance reference of the Engineering Intelligence Platform.
17.4 Baseline Authority¶
The Governance Baseline derives its authority exclusively from Engineering Constitution Rev.1.
No Engineering Baseline, Specification, Repository, Toolchain, Verification Asset, or Release Artefact may supersede the Governance Baseline.
All Engineering Baselines shall remain subordinate to the Governance Baseline.
17.5 Baseline Stability¶
The Governance Baseline shall remain stable throughout normal engineering evolution.
Normal engineering activities shall not modify:
- governance responsibilities;
- governance relationships;
- governance boundaries;
- governance lifecycle;
- governance authorization.
Engineering evolution shall occur exclusively within controlled Engineering Baselines.
17.6 Configuration Control¶
Following Design Freeze, the Governance Baseline shall enter the Frozen state under Configuration Control.
Configuration Control ensures:
- governance consistency;
- constitutional traceability;
- controlled evolution;
- auditability of governance decisions.
Every approved constitutional modification shall produce a new controlled Governance Baseline.
17.7 Relationship to Engineering Baselines¶
The Governance Baseline authorizes and governs Engineering Baselines.
The governance dependency shall remain:

Authority flows only in the downward direction.
Engineering Baselines shall never redefine the Governance Baseline.
17.8 Governance Preservation¶
To preserve governance integrity, the Governance Baseline shall remain under continuous stewardship by the Architecture Board.
Governance stewardship includes:
- Governance Assurance
- Architecture Change Control
- Governance Audit
- Constitutional Maintenance
The purpose of stewardship is to preserve governance stability rather than expand constitutional scope.
17.9 Baseline Evolution¶
Evolution of the Governance Baseline shall occur only through Architecture Change Control (ACC).
Approved constitutional revisions shall:
- preserve governance integrity;
- maintain governance traceability;
- establish a new Governance Baseline;
- supersede the previous constitutional baseline.
Editorial revisions that do not alter governance semantics shall not establish a new Governance Baseline.
17.10 Chapter Summary¶
This chapter establishes the Governance Baseline of the Engineering Intelligence Platform.
It confirms that:
- the Governance Baseline represents the approved constitutional governance state;
- the Governance Baseline is established only after Completion, Freeze, Governance Closure, and Authorization;
- the Governance Baseline remains frozen under Configuration Control;
- Engineering Baselines derive authority from, but shall never redefine, the Governance Baseline;
- constitutional evolution shall occur exclusively through Architecture Change Control (ACC).
