Chapter 37 — Engineering Quality Governance¶
37.1 Purpose¶
This chapter establishes the constitutional governance framework for Engineering Quality within the Engineering Intelligence Platform.
Engineering Quality Governance ensures that all Engineering Baselines satisfy defined quality objectives throughout the engineering lifecycle.
Quality Governance provides systematic assurance that engineering outputs remain correct, complete, consistent, maintainable, and fit for their intended purpose.
Engineering Quality Governance supports engineering excellence while preserving constitutional governance stability.
37.2 Definition¶
Engineering Quality is the measurable degree to which an Engineering Baseline satisfies approved engineering requirements, specifications, verification criteria, and release objectives.
Engineering Quality Governance governs engineering quality assurance.
It does not establish constitutional authority.
37.3 Authority¶
Engineering Quality Governance derives its authority from:

Quality shall be continuously evaluated throughout the engineering lifecycle.

Engineering quality shall be engineered rather than inspected into the final deliverable.

37.7 Quality Assurance¶
Quality Assurance (QA) provides confidence that engineering processes are correctly defined and consistently followed.
Quality Assurance activities include:

- compliance assessments;
- quality planning;
- quality monitoring.
QA focuses on process quality.
37.8 Quality Control¶
Quality Control (QC) evaluates engineering outputs against approved acceptance criteria.
Quality Control activities include:
- inspections;
- testing;
- measurements;
- verification;
- validation.
QC focuses on product quality.
37.9 Quality Metrics¶
Engineering organizations shall define measurable quality indicators, including:
- verification completion;
- review completion;
- defect resolution;
- release readiness;
- traceability completeness;
- documentation completeness;
- configuration integrity.
Quality metrics shall support objective engineering assessment.
37.10 Nonconformance Management¶
Engineering nonconformities shall be:
- identified;
- recorded;
- evaluated;
- corrected;
- verified;
- closed.
All corrective actions shall remain traceable.
37.11 Continuous Improvement¶
Engineering Quality Governance shall support continuous improvement through:
- engineering retrospectives;
- audit findings;
- verification outcomes;
- engineering metrics;
- lessons learned.
Continuous improvement shall strengthen Engineering Baselines without modifying constitutional governance unless Architecture Change Control is approved.
37.12 Constitutional Boundary¶
Engineering Quality Governance governs engineering quality activities.
It shall not redefine:
- governance authority;
- governance responsibilities;
- governance relationships;
- governance boundaries;
- constitutional lifecycle.
Constitutional modifications require Architecture Change Control (ACC).
