Chapter 14 — Governance Boundaries

Constitutional Boundary

Engineering Constitution governs governance.

Engineering Baselines govern engineering realization.

Release Baselines govern engineering delivery.


Governance Boundary

Engineering Constitution includes:

  • governance principles;
  • governance authority;
  • governance responsibilities;
  • governance relationships;
  • governance boundaries;
  • governance lifecycle;
  • governance decision framework.

Engineering Constitution excludes:

  • implementation details;
  • technical specifications;
  • interface definitions;
  • verification procedures;
  • release procedures;
  • engineering repositories;
  • engineering automation.

Constitutional Change Boundary

A constitutional revision shall be initiated only when changes materially affect one or more of the following:

  • Governance Responsibilities
  • Governance Relationships
  • Governance Boundaries
  • Lifecycle Definition

All other engineering evolution shall remain within Engineering Baselines.


Boundary Preservation

The Architecture Board shall preserve the constitutional boundary throughout the lifecycle of the Engineering Intelligence Platform.

Engineering implementation shall not erode or bypass constitutional governance.

Governance stability shall take precedence over implementation convenience.
