Chapter 11 — Governance Model

Governance Model

The Engineering Intelligence Platform shall operate under a constitutional governance model in which governance authority, engineering realization, and engineering delivery are separated into distinct but connected layers.

The Governance Model establishes:

  • a single normative governance authority;
  • explicit governance responsibilities;
  • explicit governance relationships;
  • explicit governance boundaries;
  • a controlled engineering realization process.

Governance Architecture

The governance architecture is defined as follows:

Each layer derives its authority from the layer immediately above.

Authority shall not flow in the reverse direction.

The Governance Model shall:

  • establish constitutional governance;
  • authorize engineering realization;
  • maintain governance stability;
  • support engineering evolution;
  • ensure governance auditability.
