Chapter 22 — Architecture Governance Methodology Reference

22.1 Purpose

This chapter establishes the relationship between the Engineering Constitution and the Architecture Governance Methodology.

The Architecture Governance Methodology defines the organizational governance method used to establish, operate, maintain, and evolve constitutional governance.

The methodology itself is not a constitutional authority.

Instead, it provides the reusable governance framework from which constitutional governance is developed.


22.2 Definition

Architecture Governance Methodology is the organizational governance capability defining:

  • governance principles;
  • governance lifecycle;
  • governance decision gates;
  • governance closure methodology.

The methodology provides the governance approach used by the Engineering Intelligence Platform and may be reused across future platforms, product lines, and engineering organizations.


22.3 Relationship to Engineering Constitution

Engineering Constitution Rev.1 establishes constitutional governance.

Architecture Governance Methodology establishes governance methodology.

Their relationship is illustrated below.

22.4 Governance Method Principles

The Architecture Governance Methodology is founded upon the following principles.

Governance Before Engineering

Governance shall be established before Engineering Realization begins.

Stable Governance

Governance shall remain stable during normal engineering evolution.

Controlled Evolution

Constitutional governance evolves only through Architecture Change Control.

Engineering Independence

Engineering Baselines evolve independently within the approved Governance System.

Auditability

Governance decisions shall remain traceable and independently auditable.


22.5 Governance Lifecycle

The governance lifecycle adopted by the Engineering Intelligence Platform consists of the following stages.

These gates collectively establish Governance Closure.


22.7 Governance Closure

Governance Closure is achieved when:

  • Governance Definition is complete;
  • Completion Criterion is satisfied;
  • Architecture Freeze Criterion is satisfied;
  • Governance System is approved;
  • Engineering Realization is authorized.

Governance Closure marks the conclusion of Governance Design and the beginning of Governance Stewardship.


22.8 Organizational Reuse

Architecture Governance Methodology is intended for organizational reuse.

It may be adopted by:

  • future Engineering Intelligence Platforms;
  • additional product lines;
  • subsidiary engineering organizations;
  • future constitutional revisions.

Methodology remains reusable independent of any specific constitutional artifact.


22.9 Governance Method Independence

Governance methodology shall remain independent of governance artifacts.

Accordingly:

  • Engineering Constitution defines governance.
  • Architecture Governance Methodology defines how governance is established.
  • Engineering Baselines realize governance.

Changes to Engineering Baselines shall not require changes to the methodology unless governance principles themselves evolve.


22.10 Chapter Summary
