Chapter 40 — Constitutional Maintenance and Closing Provisions¶
40.1 Purpose¶
This chapter establishes the constitutional maintenance policy, version governance, effective status, and closing provisions of Engineering Constitution Rev.1.
It formally concludes the Governance Definition Phase of the Engineering Intelligence Platform and defines the constitutional governance conditions under which future engineering evolution shall proceed.
40.2 Constitutional Status¶
Upon approval by the Architecture Board, Engineering Constitution Rev.1 shall become the sole normative governance authority for the Engineering Intelligence Platform.
Its constitutional status shall be:

40.3 Constitutional Effectiveness¶
Engineering Constitution Rev.1 becomes effective immediately upon official release by the Architecture Board.
From the effective date forward:
- all governance activities shall conform to this Constitution;
- all Engineering Baselines shall derive authority from this Constitution;
- all constitutional revisions shall follow Architecture Change Control (ACC).
No superseded constitutional governance shall remain effective after release.
40.4 Maintenance Policy¶
Engineering Constitution Rev.1 shall remain under Controlled Maintenance.
Routine engineering evolution shall not modify the Constitution.
Maintenance activities are limited to:
Editorial Maintenance¶
Examples include:
- spelling corrections;
- grammar corrections;
- formatting improvements;
- reference updates.
Editorial maintenance shall not alter constitutional meaning.
Constitutional Maintenance¶
Changes affecting governance shall require:
- Architecture Change Proposal;
- Impact Assessment;
- Architecture Board Review;
- Architecture Change Control approval.
40.5 Version Policy¶
Constitutional versions shall follow the official versioning policy.

Engineering versioning shall remain independent of constitutional versioning.
40.6 Relationship to Engineering Realization¶
Engineering Constitution Rev.1 concludes Governance Definition.
Engineering Realization begins through controlled Engineering Baselines.
The first authorized Engineering Baseline is:
SP-000 — Engineering Specification Master Index
Future engineering activities shall evolve through:
- Engineering Specifications;
- Interface Contracts;
- Architecture Decision Records;
- Verification Assets;
- Configuration Records;
- Release Baselines.
These artefacts shall remain governed by the Approved Governance System.
40.7 Governance Stewardship¶
Following Design Freeze, the Architecture Board assumes responsibility for Governance Stewardship.
Responsibilities include:
- Governance Assurance;
- Architecture Change Control;
- Constitutional Maintenance;
- Governance Audit;
- Long-term Governance Integrity.
The Architecture Board shall preserve constitutional stability while enabling controlled engineering evolution.
40.8 Preservation of Constitutional Integrity¶
Engineering Constitution Rev.1 shall remain:
- authoritative;
- stable;
- auditable;
- traceable;
- configuration-controlled.
Engineering innovation shall occur through Engineering Baselines rather than constitutional expansion.
40.9 Final Constitutional Declaration¶
Engineering Constitution Rev.1 establishes the constitutional governance foundation of the Engineering Intelligence Platform.
The Architecture Board determines that:
- Governance Definition is complete.
- Governance Closure has been established.
- Architecture Freeze has been achieved.
- Governance Baseline is Approved.
- Constitutional Governance enters Controlled Maintenance.
- Engineering Realization is authorized.
Future engineering value shall be created through controlled Engineering Baselines operating within the Approved Governance System.
40.10 Closing Provisions¶
This Constitution remains in force until:
- superseded by an Architecture Board-approved constitutional revision; or
- replaced by a subsequent constitutional generation approved through Architecture Change Control.
No engineering activity may invalidate or supersede this Constitution except through the constitutional governance process defined herein.
40.11 Constitutional Closing Statement¶
Engineering Constitution Rev.1 is hereby declared the official constitutional governance foundation of the Engineering Intelligence Platform.
The Governance Definition Phase is formally closed.
The Governance Baseline is Released, Approved, Frozen under Configuration Control, and enters Controlled Maintenance.
The Architecture Board authorizes the commencement of the Rev.2 Engineering Realization Program through controlled Engineering Baselines beginning with SP-000 — Engineering Specification Master Index.
All subsequent engineering evolution shall proceed in accordance with this Constitution and the Approved Governance System.
