Chapter 10 — Constitutional Authority¶
Constitutional Role¶
Engineering Constitution Rev.1 is the constitutional governance document of the Engineering Intelligence Platform.
It establishes the governance framework within which all engineering activities shall operate.
Authority Hierarchy¶
The governance hierarchy is defined as follows:
- Architecture Governance Methodology
- Engineering Constitution
- Approved Governance System
- Engineering Baselines
- Release Baselines
Each lower layer shall conform to the governance defined by the layer above.
Constitutional Scope¶
Engineering Constitution governs:
- governance authority;
- governance responsibilities;
- governance relationships;
- governance boundaries;
- governance lifecycle;
- governance decision framework;
- constitutional change process.
Engineering Constitution does not govern engineering implementation details.
Constitutional Stability¶
Engineering Constitution Rev.1 is intended to remain stable throughout normal engineering evolution.
Constitutional revision shall occur only when changes materially affect:
- governance responsibilities;
- governance relationships;
- governance boundaries; or
- lifecycle definition.
All other engineering evolution shall proceed through controlled Engineering Baselines.
